Why public libraries?

Public libraries are a core and trusted resource in local communities; and combine support for information access and digital resources/skills access. Librarians are highly trusted as a profession (currently 3rd most trusted after nurses and air pilots). Libraries in more deprived areas have a higher level of use than those in more affluent areas.

Libraries themselves act as digital hubs, providing digital access for members of the public who would otherwise be excluded either due to lack of digital device, skills or because of poor connectivity. During this period of austerity, many people have cancelled home Broadband provision and are dependent upon free insecure internet connections in public places. Many public libraries also participate in warm space programmes.
